  3. In a large pot, boil salted water and cook the cheese tortellini according to package instructions for 3-5 minutes, then drain and keep warm.
  4. In a large bowl, whisk together marinara sauce, heavy cream, garlic powder, Italian seasoning, salt, and pepper until smooth.
  5. Combine the drained tortellini with the ground beef in the baking dish, and pour the sauce over. Stir gently.
