Heat vegetable oil in a large skillet over medium-high heat. Season the cod fillets with salt and pepper on both sides.
Once the oil is hot, add the cod fillets to the skillet and cook for about 3-4 minutes on each side, or until the fish is golden brown and flakes easily with a fork. Remove the cod from the skillet and set aside.
In the same skillet, reduce the heat to medium and add the minced garlic and grated ginger. Sauté for about 30 seconds until fragrant.
Add the soy sauce, honey, rice vinegar, and sesame oil to the skillet. Stir well and let the sauce simmer for 2-3 minutes until slightly thickened.
Return the cod fillets to the skillet, spooning the sauce over the fish. Cook for an additional 1-2 minutes to heat through.
Remove from heat and garnish with chopped green onions and sesame seeds before serving.
