In a large bowl, combine the sour cream, mayonnaise, dried dill weed, garlic powder, onion powder, salt, black pepper, and lemon juice. Mix well until all ingredients are fully incorporated.
Add the sliced cucumbers to the bowl and gently toss to coat them evenly with the dressing.
If using, sprinkle the chopped chives over the top and give it another gentle toss.
