- Preheat your oven to 350°F (175°C) and prepare your 9x13-inch baking dish with parchment paper or grease it.
- In a skillet, heat olive oil over medium heat and sauté the chopped red onion and diced red bell pepper for about 5 minutes until soft.
- Add minced garlic to the skillet, cooking for an additional 1-2 minutes until fragrant. Remove from heat and let cool slightly.
- In a mixing bowl, combine ground beef, breadcrumbs, Parmesan cheese, beaten egg, tomato paste, sautéed vegetables, and season with salt, pepper, and parsley. Mix thoroughly.
- On parchment paper, flatten the meat mixture into a rectangle measuring about 8" x 15".
- Layer the meat mixture with deli ham, fresh basil leaves, and mozzarella cheese, leaving a 1-inch border.

- Place the meatloaf seam side down in the baking dish and bake for about 1 hour until the internal temperature reaches 160°F (71°C).
