Preheat your oven to 350°F.
In a large bowl, combine garlic powder, onion powder, paprika, thyme, salt, black pepper, and cayenne pepper. Rub this spice mixture all over the turkey wings.
In a large oven-safe skillet or Dutch oven, heat olive oil over medium-high heat. Add the turkey wings and sear them for about 5-7 minutes on each side until browned. Remove the wings and set aside.
In the same skillet, add the sliced onion and minced garlic. Sauté for about 3-4 minutes until the onion is translucent.
Sprinkle the flour over the onions and garlic, stirring constantly for about 1 minute to cook the flour.
Gradually whisk in the chicken broth and heavy cream, ensuring there are no lumps. Add Worcestershire sauce and bring the mixture to a gentle simmer.
Return the turkey wings to the skillet, spooning some of the gravy over them. Cover the skillet with a lid or aluminum foil.
Transfer the skillet to the preheated oven and bake for 1.5 to 2 hours, or until the turkey wings are tender and cooked through.
Once done, remove from the oven and let rest for 10 minutes. Garnish with chopped parsley before serving.
