Preheat your oven to 375°F (190°C).
In a mixing bowl, combine the cream cheese, mozzarella cheese, chopped spinach, minced garlic, salt, pepper, and Italian seasoning. Mix until well combined.
Lay the flank steak slices flat on a clean surface. If the slices are too thick, gently pound them with a meat mallet to about 1/4 inch thickness.
Spread a generous layer of the cheese and spinach mixture over each slice of steak.
Starting from one end, carefully roll each steak slice tightly into a pinwheel shape. Secure the ends with toothpicks or tie with kitchen twine.
Heat olive oil in a large oven-safe skillet over medium-high heat. Sear the pinwheels for about 2-3 minutes on each side until browned.
Transfer the skillet to the preheated oven and bake for 15-20 minutes, or until the steak is cooked to your desired doneness.
Remove from the oven and let rest for 5 minutes before slicing into pinwheels. Serve warm.
