In a large skillet over medium heat, cook the ground beef until browned. Drain excess fat.
Add the diced onion, bell pepper, and minced garlic to the skillet. Cook until the vegetables are softened, about 5 minutes.
Stir in the black beans, corn, diced tomatoes, and taco seasoning. Mix well and let simmer for 5 minutes. Season with salt and pepper to taste.
In a large bowl, combine the beef mixture with the sour cream and half of the shredded cheddar cheese. Mix until well combined.
Spray the inside of a slow cooker with cooking spray. Layer half of the tater tots on the bottom of the slow cooker.
Pour the beef mixture over the tater tots, spreading it evenly. Top with the remaining tater tots and sprinkle the rest of the cheddar cheese on top.
Cover and cook on low for 4 to 6 hours or on high for 2 to 3 hours, until the tater tots are heated through and the cheese is melted.
Once cooked, garnish with chopped cilantro before serving.
